The Bloomington-Normal community has prioritized active modes of transportation like biking and walking for many years. A centerpiece of this effort is the Constitution Trail, initially built on an abandoned railroad bed in the 1980's and slowly expanded since into a robust trail network.
Objectively measuring the flow of trail users for planning purposes has been a struggle since the trail's inception. In 2018, local governments pooled resources together to purchase counters and install them at key locations along the trails. The first of these counters became active in fall 2019, and have been steadily collecting data for over a year now.
